How come if you put ice on the back of a person's neck it can
sometimes stop or slow down a nosebleed?

Well, the ice reduces the temperature in the area of the neck
containing the blood vessels that carry blood to a person's
nose. This causes the vessels to contract and close up, and
therefore stopping or slowing the flow of blood.
